It's the maximum amount of people that can look into the ship hanger of that ship. Used with motherships. if maximum concurrent operational users = 2, the 3rd one will get an error.

PPL can steal it, but it doesn't happen that much in quiet systems. Jet-can-mining is probably the best way to go for you. One jettissoned can takes upto 27500m¦ (early game bug that never got changed) and stays in space for 2Hrs.
